More than ten years ago, I studied business school in North America. A professor said (before the United States) that if a person can’t do design, sales, finance, personnel, production, warehousing, and logistics, let him do purchases; if he can’t spend money, he’s really sorry, he must go away. This is the situation in the United States decades ago. With the prevalence of global procurement and outsourcing strategies, the status of procurement has been greatly improved, which is no longer the case. However, in some extensive local enterprises, the status of procurement is still very low, it is a typical small procurement. Before the beginning of 2015, I always thought that purchasing was the last stop for employees of these companies.
